Is building below the city sustainable?

I was intrigued to read that plans are afoot in Amsterdam to build a city beneath the city. The scheme (more images here) is a long way off - construction will probably not start for a decade, according to the team. You wonder whether it's one of those Tomorrow's World-type future project rather than something that will actually transpire.
